Our History
One Voice Recovery, Inc. (OVR) was established in Utah in 2015, introducing its pioneering program, the One Voice Recovery Empowerment Group. OVR was officially incorporated in 2017 and secured a contract with the Utah Department of Health (UDOH) to provide comprehensive disease prevention services, which included the Syringe Services Program (SSP), Vaccinations, HIV, Hepatitis, B, C, and STI testing. OVR also offered wraparound services, including recovery coaching, case management, HIV+ Health Navigation, Emergency Stabilization Housing, Naloxone Outreach, and Food Bank services.
OVR provided services Statewide in multiple Counties.
OVR operated a mobile delivery program, serving clients in motels, hotels, private residences, in underground “chem-sex” parties, and encampments. In addition, OVR offered fixed-site services every day of the week, including on holidays.
In 2022, OVR in Utah rebranded and became the “Salt Lake Harm Reduction Project,” which continues to thrive today.
In 2024, Patrick Rezac and Haruka Kelley recognized the need for services in Contra Costa County (CCC) through their work together, providing outreach mobile/street medicine and harm reduction services for people experiencing homelessness. Patrick and Haruka assembled a team of highly qualified individuals with decades of lived and professional experience. Many of these team members reside in CCC and have worked in settings that provide care to significantly underserved individuals and marginalized communities. Their unwavering commitment to empowering people who use drugs and offering pathways to better states of wellness reflects the quality and consistency of OVR's programs.
